Community Empowerment and Resource Consultants, (CERC) consulting team has over 25 years of managing/operating Group Homes, Shelters, Transitional Housing to Permanant Supportive Housing Programs.

About Us
CERC was created out of our staff, consultants and volunteers who decided we could do more after years of operating Unhoused/homeless housing programs from sober living, alcohol, drug treatment programs, homeless shelters, and transitional to permanent housing by building relationships between property owners/developers and  non-profit organizations(501c3’s) that are or want to become a Unhoused/homeless transitional, SRO to permanent housing service provider program but do not have the management experience.

We would like to always remember and give thanks to our long-standing relationships and collaborative partners, for the work they do to provide services for the un-housed because it isn’t a one shoe fits all. While our nation as a whole is overwhelmed with their own homeless crisis, Los Angeles Angelinos reacted to the question from the city and county governing body concerning their taxes to be increased to raise money to go for helping the crisis voted yes to increase their taxes. CERC “Shelter, Transitional, Rapid Rehousing and Time Sensitive Program and SRO Housing Program Management team” is here to consultant the company’s, (property owners/developers and non-profit (501c3’s) that are or thinking of becoming a homeless housing service provider or are willing to Master Lease their houses or apartments to our “Unhoused/Homeless Housing Program Management” company’s like “CERC”. Our Services

Referrals:

CERC referrals for housing are directly from housing programs that are funded by the State, County or government agencies that provide funding for housing but are in need to contract with a Unhoused/ “Homeless Housing Program provider”.

2020, with the COVID-19 virus crisis’s CERC intake referrals process, changed quite a bit. Because we are considered an essential business before we could accept new referrals, we had to create our own quarantine unit at one of our facilities while the referral agency referrals had to have had their tuberculosis test clearest TB and COVID-19 test clearest.

Some of the agencies we are contracted with require our program to be a full-service program for their contractual compliance. In these cases we provide (three meals a day, seven days a week, shared rooms, linen, toiletries, cleaning supplies, free laundry, access to transportation, etc.. because we are not always asked to provide case management, we are our participant’s first line of communication and we are here to be of service to them. 

Today, Los Angeles Newly elected Mayor Karen Bass commitment in helping combat our un-housed/homeless neighbors in our city, we are pleased to announce we’re in our second-year partnership with “Samaritan” and our Change A Life Campaign ” and her as a fiscal agency providing support to non-profit 501 c3 agency such as Pathways To Your Future,


Pathways To Your Future

Pathways To Your Future (PTYF) was co-founded in 2000 by Gerald E. Thompson and his wife Linda B. Thompson, who have been assisting the less fortunate since 1989. Their previous focus was on providing drug and alcohol treatment programs and transitional “Sober Living” for men, women, and families. For the last nineteen years, PTYF has helped the homeless find housing and become productive citizens. Today, along with its for-profit company — Community Empowerment & Resource Consultants (CERC) — PTFY works with real estate housing investment developers and acquisition companies to operate housing programs for several homeless subpopulations — Transitional Age Youth, ages 18 to 25 (TAY), individuals diagnosed with HIV/AIDS and Veterans.
